TLDR : Answer Summary
The Non-O visa application process in Thailand has changed, and currently, it is not possible to apply for a new Non-O visa while in the country unless you have already extended it. The specific reasons for qualifying for a Non-O visa were also queried, indicating that understanding eligibility criteria is important.

he wouldn't get a non-O visa, he would get an ED visa with documents from the school that he attends.

BUT

IF he's on overstay/amnesty the ONLY way he could get an ED visa issued inside the country would be to get a letter from his embassy stating he can't travel, get a 30 day embassy request extension and THEN apply for the in country ED visa from that stamp.
