TLDR : Answer Summary
The consensus in the discussion indicates that non-Vietnamese citizens cannot obtain a Multiple Entry Tourist Visa (METV) from any Thai consulate in Southeast Asia, including the one in Hanoi, without holding legal residency in the country of application. The nearest consulate offering a 6-month METV without a residency requirement is located in Perth, Australia. Several comments suggest exploring alternative visa types depending on the individual's needs and circumstances.
You will NOT get an METV from any thai consulate in S/E Asia without holding legal residence in the country where you're applying.
As people said the closest consulate that will sell a 6 month METV without a residence requirement is the thai consulate in Perth Australia.
Good Luck (y)

Again, as you are working, why not get the correct visa and work permit?

Alina Lilulina, so you are looking for a Visa to fit the purpose for your stay, at least that is what I make up in the answers. Just tell us what you like to do and how long you like to stay inside Thailand? We can match a visa for you. And tell you where and how to apply.

Ah, that makes sense. Thank you Steve

The only place to get the Multiple Entry Tourist Visa is in the country of your residence OR at the nearest Thai Consulate in Perth Australia.

You need legal residency if you're not a Vietnamese National

James, this post is about a multiple entry tourist visa, not education visq
You asked this same question on Friday. Tod Daniels replied:
NO, they will NOT :/
All the consulates in S/E Asia will ONLY issue a single entry 90 day Non-ED visa no matter if you go to a private school or a real university.
You come in on it, get stamped in for 90 days and then get paperwork from your school to apply for a 90 day extension at the immigration office for 1900baht <- you do that for the whole year. .

To be fair that announcement is a bit ambiguous as to whether or not a tourist can acquire an METV in Hanoi...
