Are there any regional Thai consulates in Laos, Cambodia, Malaysia etc that offer double entry tourist visas as they used to do, or is that now available only in one's country of origin? Follow up question: do you have to show financial documents to apply for a tourist visa and what kind? I will probably go to Vientiane. Thx.

TLDR : Answer Summary
Double Entry Tourist Visas for Thailand have been discontinued and replaced with Multiple Entry Tourist Visas (METV) since 2015. Most Thai embassies and consulates require applicants to have nationality or legal residency in the country where they are applying for the METV. In Southeast Asia, typically only Single Entry Tourist Visas (SETV) are available. Requirements for tourist visas may include financial proof, which varies by location. For those looking to apply in Vientiane, it is important to check the consulate's specific requirements online.
Vietnam is now asking for 6 months bank statements and yes there are Thai consulates in Laos,Cambodia you can only get a STV single entry at Vientiane you’ll need to make an appointment online
Double Entry Tourist Visa had been discontinued and changed to Multiple Entry Tourist Visa in 2015.
Most embassies/consulates worldwide require you to have nationality or legal residency in that country to apply for Multiple Entry Tourist Visa. And NO Southeast Asian Country issues METV to foreigners without permanent/legal residency there. Only Single Entry Tourist Visa is available in SEA. We are aware that there are a few consulates that issue METV to foreigners in other areas of the globe.
Most countries require you to have financial proof, but it varies by location what you need to show for detailed financial requirements. check the website of the embassy/consulate where you want to apply for SETV at.
