We applied for DTV in Manila. They told us to ask the issuing embassy to cancel it as they cannot.
Our issuing embassy refused to cancel it and told us we had to wait for it to expire before applying for the DTV.
So, we had to wait.
Manila was very clear that you cannot hold two visas at the same time. Nor can you even apply for the DTV if you hold a valid visa (hence not being able to return to Thailand during the processing of the DTV).

I am not aware of any written rule that says what people claim: that one visa has to run out before applying for a different one. Anyways, if not applying with the same account / at the same embassy, I highly don’t but they would even notice.

You can but you have to cancel your visa before

Wait until your current METV multiple entry tourist visa has ended it's 6 months valid dates.

all depends if it gets cancelled or not. You can ask, may not happen, but new visa still issued.

You can’t apply for a new visa while you have a valid one already. There is always the possibility that they don’t notice it though
