TLDR : Answer Summary
The user plans to apply for a DTV visa with a Thai course, currently holding a visa that expires on 13 March. They are considering traveling to Vietnam to apply for the new visa but are unsure if they need to cancel their existing visa first. Comments suggest there are different procedures based on whether the user is on a visa or an extension; generally, one may not need to cancel a visa before applying for a new one.

The question is are you on a visa or an extension of stay. If you are on an actual visa you can't cancel it other than by leaving without a re-entry permit. If you're on an extension of stay you do need to cancel it but you can do so after you return with the DTV
