Can I apply for a Covid visa extension while staying in Bangkok before applying for a 12-month family extension in Pattaya?

A relation has a yearly "father looking after a Thai child" visa extension expiring in August, issued in Pattaya. He lives in Pattaya but is currently staying in Bangkok (the mother lives in BKK and therefore she is unable to travel to Pattaya). He intends to apply for a Covid visa extension (60 days) and then after this apply for his 12 month family extension assuming travel restrictions are lifted in Pattaya.

Is this feasible?

TLDR : Answer Summary
The individual can apply for a Covid visa extension while residing in Bangkok, as long as a TM30 notification is filed there. They plan to subsequently apply for a 12-month family extension after the Covid extension, pending travel restrictions to Pattaya being lifted.

Assuming he has a TM30 filed in Bangkok, it should work.

Who told you that, and when? That's news to me.

It's extremely common for a person to enter on a Non-O visa based on raising marriage, get a 60 day extension of stay based on COVID-19, get another 60 day extension of stay based on visiting family, and then get a one year extension of stay based on marriage.
