TLDR : Answer Summary
When travelling for only one night in Bangkok, you generally do not need to file a TM30 upon your return to Pattaya. The responsibility for filing a TM30 typically lies with the property owner, not the visitor. However, if the hotel in Bangkok files a TM30 for you, you may need to file one when you return, but this is often not required for a short stay.

You could ask the hotel if they will file one, explain to them it’s only be night and you will need to file one on returning home if they file one

However for one nights stay it’s not required

At worst if your concerned about a fine, just file one anyway when you return

I’ve stayed in hotels where they have asked me if I will inform immigration, because if I will they will if I’m not then they won’t either

Do you need to use Immigration for an extension or something when you return? If not don't worry.

It is always the owner of the house, who is responsibel for making the TM30, not the visitor.

NO, you are not, only the house owner is responsibel.

And the average tourist do not need to worry about it.

Are you staying at a hotel in Bangkok? If so they'll probably file a TM30 for you so you'll need to file another one when you return.
