Okay here's a question. My friend is here in Thailand he's going to leave to Hong Kong. He is a UK resident and want to apply for a 90-day non-o Visa in Hong Kong. Is that fine or does he have to go back to the UK since that is where his passport is from?

I got a Non-O based on marriage in Vientiane, Laos a few weeks ago. Easy peasy.
Since HK does not allow foreigners visiting to apply, I suggest Vientiane instead.

The consulate in HK don’t accept applications from foreigners visiting HK. He can’t apply in HK unless he’s got a current legal residence. He doesn’t have to go back to uk, but can apply in a nearby country.

Not sure about the policy of the Hong Kong consulate at to whether they’d need to show residence from Hong Kong before applying. Others may know. Plenty of other options in local embassy’s and consulates around Asia like Laos, Cambodia, Vietnam etc. No need to go to the UK.
