I am on non o visa and am going to apply for 1 year extension for retirement visa
How long do I have to have left on my non o before I apply ?
Can I do with 1 week left if I have all necessary docs ?

I tend to do my yearly extention as soon as possible. In Chiang Mai that is 45 days in advance. My reason is you never know what might change. And as said the extention date still stays the same.
you can apply for an extension when you have 30 days or less left on your current stamp. SO no issues at all applying when you have a week left on your stamp.
There is no upside to waiting until the last minute because they add the extension on to your current expiration date (you don't lose any time applying early)
