Then you'd apply for a yearly extension of stay at the immigration office (which is evidently what you tried to do at the immigration office but couldn't this last time).
There is no such thing as a 12 month retirement visa. IF you've been getting them at the immigration office you were getting yearly extensions of stays.
Just curious IF you're in Chiang Rai, why are you slogging all the way to Penang to get a 90 day Non-O visa? Why not just use the thai consulate in Vientiane for it.

unless I'm mistaken they require a police background check.
unfortunately the thai consulate in Penang doesn't have it's own website where they post the requirements, it just jumps you to the requirements at the thai consulate in Kuala Lumpur.
I would certainly contact one of the many agents down there BEFORE you go so that you can take the required documentation.. Jiim Tachinamurthy of Jim's Place is one that people use a lot down there.
I have to redo my 12 month retirement visa as my finances were not up to scratch when I tried to renew it on the 3 march, they made me cross the border and return with a tourist 30 day, so now ive got to start again.
I'm not very good at this stuff.

If you mean whether you need to make appointment to apply a visa in advance, the answer is No, you don't need to make appointment.
