TLDR : Answer Summary
Yes, a spouse and children can apply for a Non-O dependant visa if the primary visa holder has a work visa sponsored by a company and if the employer agrees to support the application. The family member will need to provide documentation from the employer, and children can remain on this visa until they are 20 years old.

Yes, your immediate family member can apply for Non-O dependant visa/extension to a foreigner who is working legally in Thailand IF the employer agrees to support. You need a lot of documents from the employer to apply Non-O dependant for the family member. A child can be on that until 20 years old.

thank you. But the spouse does not have to be employed correct?

, in visa-wise, one foreigner can have the whole immediate family as his dependant. The spouse doesn't have to work.
