Can a dependent spouse apply for a visa if they are entering Thailand separately from the primary visa holder?

My friend has a wife here with NonB visa and will have the work permit soon. He is looking to join her in Thailand on a dependent visa. The employer says no problem about the dependent visa, but is unsure if they can do it due to not traveling together. Anyone has experience with this?

As long as the main person (who is Non-B in this case) has valid visa/extension and the applicant meets the requirements (including documents from the employer, remaining period on his stamp, etc), he can apply for Non-O dependent on a foreigner who are permitted to stay in Thailand legally. It doesn't matte at all if they enter Thailand together or on different dates.
