Can parents of children registered in an international school get a non O guardian visa in country without leaving
Also can the children get a ED visa in country
This is a dark area and would love to know if it is at all possible, I have tried everywhere to get an answer to no avail

In order to get an in country 90 day Non-O visa (the O means other) you need to have REAL (hard stamp) days left on your stamp. You, on amnesty have NO days left <- meaning looking at your passport it shows you're on overstay with an expired stamp ใ
What amnesty really is, is a waiving of the fines and the penalties for overstaying.
The reason you need hard stamp time in your passport is the application for in country 90 day Non-Imm visas goes under consideration for between 15 and 21 days before you go back and get it
You MIGHT, be able to contact your embassy see if they issue an "unable to travel due to covid-19" letter, then go apply for the embassy request 30 day extension AND then IF they give you that you could apply for the 90 day Non-O visa (because you'd be back on a hard stamp)

they don't know what they are talking about, you CAN indeed get in country Non-Imm visas issued BUT you need hard stamp time on your current entry stamp to do it, as in it can't be done from amnesty

Contact the school where the child will be attending to see what their process is to get an in country 90 day non-ED visa
AND
as a parent of a foreign child you would need 500K baht in a thai bank account in your name only for 30 days before you apply for a yearly extension.
Sadly only one parent can get the guardian visa by showing proof of funds not both of them.
NOW
as far as whether you can get the 90 day in country Non-O visa will depend on the immigration office you use AND the entry stamp you're on now.

far from a "dark area" and many thousands of foreigners have a "guardian visa" based on their foreign child attending school here and those children have ED visas based on it too
The BIG question is what type of visa/extension are you on now?
by amnesty tourist visa do you mean you had BOUGHT a real tourist visa from a thai consulate in another country before you came here and were stamped in for 60 days?
