I am holding ED visa and extended one year as I am a university student. I am gonna get another one year extension next April. I would like to stay with my child and the question is that can I get Non-o visa for her with my current visa? and if I can, how can I proceed?

another thing to consider is; depending on the age of the child just let them stamp in and overstay. :O Children under 15 can't get fined for overstay and children under 18 can't be banned. Let them overstay until they go to school here and get their own ED visa.

As you have now the Extension of Stay based on study on the University, your child could apply or the Non Immigrant o visa based on being your dependent. Check the website of the Thai Consulate in Korea for the requirements.
