TLDR : Answer Summary
A 20-year-old with a moderate to severe learning disability may not qualify for a standard dependent visa in Thailand. However, there might be options available such as a medical exemption that allows disabled children over 20 to accompany their parents on a long-term visa. It's advisable to consult directly with the local immigration office for specific guidance. Alternatively, the Thai Privilege Visa could also be a potential option.

There can be a medical exemption that allows for a disabled child older than 20, to follow a parents long term visa/ extension but it’s going to be very specific to the office and the medical condition. You’d have to go speak to your immigration office and ask them your options.
Other than that the only option I could see would be an elite/privilege visa.
