TLDR : Answer Summary
A user inquires about the possibility for their 28-year-old deaf brother-in-law to apply for a Non-O retirement visa in Thailand based on his parents. Several comments clarify that he is too old to be considered a dependent under his parents' visa. Alternatives like a medical visa, Elite visa, and Long Term Resident visa are discussed, with the Elite visa mentioned as a last resort.

Perhaps the Long Term Resident visa is a better option?

The parent would like to retired but they don't want to leave my in law alone in NZ so we try to fine they way if he can get long term visa.

You could do medical visa if he is doing treatments the entire time with a local doctor...just need a note from doctor about how long he has to stay in the country

To be a dependent, he would need to be 20 years old or younger.
