Can my mother sponsor my brother for a dependent visa while on a Non-O retirement visa in Thailand?

This is going to sound like a stupid question, and might be. My mom will be retiring here in October. She would like to bring my brother who she takes care of. He is 40 years old and has a lot of problems. She's the only family we have. I've been reading about a dependent visa for family members when someone is on a Non-o retirement visa. It states that as long as the dependent is under 50 years old they person with the Non-o can sponsor them on their visa. Is this correct? She will have good money in the bank and be getting SS and a pension every month. Thanks in advance.

TLDR : Answer Summary
The original post discusses an expatriate's mother planning to retire in Thailand and the inquiry about bringing her 40-year-old brother on a dependent visa due to his health issues. The conversation reveals uncertainty about the age limits for dependent visas, with one commenter stating that dependents over 20 cannot be sponsored, while there is also mention of a different visa type recommendation (O-A). Clarification on specific visa requirements and guidelines is needed.

- I just came here and lived and I am an American. Can't really blame your mother.. Whats more -- is she too can just come here and live.. it's a question about her dependent.

Are they risk takers? I know a guy that is like 10 years overstay. This is Thailand -- there is no wrong way.

I would say it's far better to follow the rules than to break them.

I'll try to walk her through it. But we're talking someone who has never owned a computer and got her 1st smart phone 3yrs ago. She's hates anything complicated.

She would be FAR better off getting the visa i mentioned (the year-long, multi-entry Non-Immigrant Type O-A visa) from a thai consulate in America BEFORE she comes here. She'll get almost 2 years of stay here out of that one year visa without any problem here.

That visa is available at the following thai consulates; Chicago, New York, Los Angeles, Washington DC.

Thank you. She has no idea about visa' s. Haha. She though she could just come over and live here. Typical American thinking. Haha

AFAIK, there is no dependent visa/extension available because the age limit on those is 20 years old. Once someone is 20 they need to be on their own visa/extension and can't piggy back on the parents visa/extension anymore.

I would have your mother get a year-long, multi-entry Non-Immigrant Type O-A visa from a thai consulate in her country BEFORE she wings her way here, that way her visa is covered for a year.

Probably one in Laos. I'll see if I can find it

where did you read that information? What consulate would she be using to get her visa?
