TLDR : Answer Summary
Thailand does not currently allow visa on arrival; travelers from certain countries must obtain a tourist visa in advance from their embassy. Additionally, a Certificate of Entry (CoE) is required for all travelers before entering Thailand.

Check your local RTE website for options.

There's no visa on arrival at the moment.

Thailand does NOT allow "visa on arrival" (the countries that allow a person to purchase a tourist visa on arrival, which is valid for 15 days).

If your passport is from one of these countries:

Bulgaria Fiji Mexico Taiwan

Bhutan Georgia Nauru Uzbekistan

China India Papua New Guinea Vanuatu

Cyprus Kazakhstan Romania

Ethiopia Malta Saudi Arabia

You need a tourist visa purchased from the embassy before entering. Note: tourist visas are not being sold to Indians right now.

>do I need to apply COE and go for visa on arrival

Everyone needs a CoE before being allowed to enter Thailand

@Benjamin *****
people flying from India cannot enter. Indians can still obtain a visa (eg flying from London)
