What should I do if my eVisa payment status shows 'Pending payment' after using a Visa card?

I paid with my visa last week and the same thing happened with the first transaction. I saw that it was pending payment so I paid a second time which was when i received an e- receipt from the embassy and my application stopped showing as pending payment. I got a bank notification that said the first transaction was blocked by them.
