Aimee, glad to hear everything went so well for you! I am thinking about going to Penang for my non immigrant B as well after I arrive in Thailand too bc I can't provide certain docs needed for Kuala Lumpur (proof of accommodation/booked flight leaving country). I too am American and wanted to know if they only accept FBI background checks or state level as well? (Mine was a local police dpt with GCIC certification, which is the state police level). Which documents did you have authenticated? Also, was the processing time 3 business days?
