Can I register a vehicle that has no green book but forfeiture paperwork in Thailand?

There is currently a big scam going around where people are selling rented cars, claiming they are refinanced or have been seized, then a few months later the real owner shows up. You cannot own a car without the green book, do not buy it until your name is on there. Cars have to have a green book.
