Todd McGowan False. All phones sold in Canada must be unlocked. Any old smart phone must be unlocked my the provider for free. It is illegal to sell a locked phone in Canada.

Sometimes 200 bahts if receipt given. Sometimes strong-armed for 500 and no receipt. Basically up to them. Funny thing is I now live in a smaller village 3 hours north of Chiangmai and un-helmeted 12 year old's ride scooters with 3 up and the un-helmeted policeman in town does not do anything.

Yes, I know Thailand has signed on, so why cannot I drive on an IDP for 1 year as the agreement states? Sometimes the police were legit and gave me a receipt. The fine was 200 bahts. Other times they just picked my pocket for 500 bahts. But if was Friday afternoon then 1000 bahts as they are holding your passport and you will need it before Monday. The thing is they can spot a rental scooter and target you. Now I own a big bike and never get pulled over. They do not target big bikes, only Falang on rentals heading to the attractions in Mae Rim. They are busy with school crossings until 8 am, then head to the underpass between Mae Rim and Chiang Mai and catch all Falangs heading north. Same every day. I do not stop at these checkpoints anymore. Just cruise through. They will not spend the time trying to chase me when there are hundreds of 1 month visitors behind me they can pick pockets from. I have learned a lot living here. One thing for sure is the police go for the low hanging fruit.

I was fined many times riding in Chiang Mai WITH Canadian motorcycle license and IDP. The police would set up a checkstop near Mai Rim and pull over ever westerner and fine them. They would take your passport until fine is payed. When you get pulled over it is up to the police how they will handle the situation. Nothing in Thailand is standard. Policing, immigration, nothing.
