This is the picture of stamp. So "if and when" (2nd amnesty gets approved) this person will be able to stay without any problem till July 31st? (Not having to pay fine)

Asking for a friend. This person had 90 days Visa waiver that ends April 30th but was advised to get extension vis immigrant and after paying 1,900thb got only 7days extension without letter of embassy. Does this person have to leave before 7day expires?
