Is it normal for a school to charge 1,000 baht to transfer my immigration stamp to a new passport?

I had to get a new passport due to some water damage. I am coordinating my immigration renewal with the school currently. They are claiming that because it is a new passport there is an additional charge of 1,000 baht to transfer the stamp. Are they just trying to grift me?
