I arrived in Thailand on 21st of January and I have ticket to return to USA on 17th of March. If its true, will this apply new apply on me or I will be ok leaving on 17th of March?

The 2025 visa rule changes related to visa extensions (border runs and number of annual trips etc) are in force.
The current proposals (including the 60 to 30 day reduction) are at an early stage. The only official guidance I found was to check from November 2026.
In short, rumors are true in that they relate to a proposal; false that they related to an actual change.
In any case, on any entry to Thailand currently, all existing rules relating to your entry type can be enforced rigorously.
It will happen within a few months. I will boldly state by July 1st. They introduced 60 day visa exempt in july 2024. They are simply going back to what existed. You can get 2 month tourist visas online now so it is easier than before. By using online application they have vastly improved ability to get a visa prior to arrival. It is great leap forward for Thailand.

If you are already in Thailand and got a 60 day permitted stay stamp in your passport, that stamp won’t magically change to 30 days even if the law changes later. 😉
