That’s up to the embassy/consulate that issue the visa. Some may let it go, some may not.
However you may also have an issue with your airline not allowing you to board without a ticket out of Thailand for the initial days allowed.
I read it differently: Proof of onward travel and funds
Immigration officials in Thailand may ask you for proof of onward travel (eg a return or onward air ticket). You should make all reservations before travelling to Thailand. Some airlines have refused to board passengers without evidence of onward travel.
You're getting confused between "return" and "onward". The UK website which you linked to clearly states ONWARD, not return, so I'm not sure how you're reading it
you may like to think so, but in actual fact it’s handled at a local embassy/consulate level depending where you’re applying from. Each have their own regulations and requirements.
