Will applying for a third consecutive SETV from Yangon be an issue due to my previous extensions or entries?

Hi all! looking to get an SETV from Yangon, it will be 3rd consecutive. I am reading on the consulate website:

Additional documents for applicant who has had extension of stay or many entries to Thailand.

Is this likely to be an issue for me?

It could be, it could be not. These decisions are made at the Thai Embassy.

why would they ask for these if you are applying to enter as a tourist?
