I'd call the consulate in HCMC and ask if they're require the medical cert. I haven't seen anything specific to them, but it's very possible all the embassy's are requiring it.

As for coming into Thailand, it depends on when. Just saw something about a proposal to require a medical certificate and health insurance, don't think that has actually been put in place though.
