Asking for my aunt. She has a US passport and will apply for Thailand tourist Visa in the US. If she travels to Laos after 30 days staying in Thailand, will her tourist visa still valid/active upon returning from Laos or she will get a 30 exempt?

If she only has a single entry visa she will get 30 days exempt retuning from Laos. It’s also possible to get a reentry permit but I don’t think it’s worth it in this case.

What’s the need for the tourist visa if just staying 30 days?

Just arrive each time 30 days don't need the visa

Can extend for 30 days at immigration office in Thailand if wanting more than 30 days

I don’t know. Will have to find out at immigration. I’ve heard it can be extended online as well.
