Why does my friend from Egypt need to take a chartered flight for the Sandbox program in Thailand?

Hey guys, 

I'm planning to move to Thailand in January. I'm from Europe and vaccinated so I'm allowed to enter Thailand without quarantine for 7 days. My friend is from Egypt (Also vaccinated) but he is only eligible for the Sandbox program. 

I read on Thaiembassy.com that for the Sandbox Programme my friend needs to arrive through the international airports (chartered flights only).

I don’t understand why he needs to take a chartered flight. Why can’t he take a normal flight from Cairo to Bangkok. And how can he get on a chartered flight?

Yes I completely understand. Does it matter from which country I board, or do they only care about my nationality? For example if I fly from Egypt which rules will apply for me? My nationality is Dutch.

Bad terminology from that non official website.

Any flights will do Sandbox Bangkok you have to fly Bangkok. Sandbox Phuket have to fly direct to Phuket.

That website isn’t the government site and your friend should just go on his embassy page for the specifics

Likely he’s not coming from a “safe” country which have stricter entry requirements
