What part of Thailand are you from, and which passport do you hold, and when do you need to go? For example, if you are from Israel, you can not enter Malaysia. If you are American, and live in Hat Yai, then Malaysia is the best. Different consulates also have different holidays too.

Malaysian Consulates have a list of countries with the advice to apply in your home country, Laos have the same. Depending on your passport of origin I would say the best option is in your home country, or I would have to guess which country that is.
