I like to find out if you can apply for a non b visa (teaching) in Thailand or do you have to apply for it out of the country?

Yes is the short answer, however with time constraints and paperwork requirements, its very difficult to complete in country.

Ask the company you have a job offer from. They are the ones who need to supply the paperwork so will be the deciding factor on if you can do it inside Thailand or need to apply outside.
Most companies cannot supply the large amount of documentation required for doing it inside Thailand, so you'd need to go to a nearby consulate and do it there which requires much less paperwork.
