Can I apply for a Non-B work visa while I am still in Thailand?

Hello, i have a question regarding the non-b work visa.

Now i am on 30 days arrival stamp, i am about to sign a contract with a company based in Bangkok.

They said there is a new rule, that the visa process can only be started when i have left Thailand. So i have to stay in a country outside of thailand and wait until they send the visa papers, which could take 2-3 weeks. I have never heard about this rule and my friends from other companies say it’s not true.

Any advice on this? Normally they should be able to start the visa process while i am in Thailand and then i leave with the papers to apply in a different country.
