Hi I have a question regarding

90 day notifications. I arrived at march 1 and have stayed here after my landlord registered my tm30. Do i have to go the immigration office now and do it and possibly pay fines or do I do it after 90 days.

You only have to do a 90 day report if you stay in Thailand over 90 days.
