You only have to do a 90 day report if you have a "longstay" extension of your original visa or 1yr. visa like an OA.
Address registration all foreigner must have within 24hrs of arrival , known as TM30.

if you have a LongTerm Visa [Ed visa, Type-O, work, Elite, LTR,etc] then yes you can do the 90 day reporting...if you don't have a Long Term visa and just want to stay here, that is not how it works for the 90 day report...good luck

You report every 90 days, after arrival into the country. It resets when you leave. Your landlord/partner should submit a TM30 on arrival. Both often easily done online
