What is the correct procedure for reporting my 90-day stay in Thailand, and what are the penalties for late reporting?

I was informed that I can do 90 days report 7 days after it is due. However now I see that I can do it 7 days it is due only if I notify the immigration about it, otherwise, I will be charged 2000 baht. Which is true?
