If I want a retirement visa and I'm on a 30 day visa exempt or a 60 day TR visa, can I change my visa to a NON-O for 90 days if I have all the documents and the 800k in a Thai bank for 3 months in my Thai bank which I have for a long time TIA

As others have noted…it’s all doable. However, if you come in on a 30 day visa exempt entry, get to the immigration office right away as there is an under consideration period. You want that under consideration period to end before your 30 days are up. Depending on the office, it may be three weeks so…hop right on it!
You could also enter on a Non-O retirement to make things a bit easier for you then just go for the extension. Check your local Thai Embassy/Consulate website for requirements.
