Is a bank statement with my address on it a proof of address?

Also, i'm currently in Australia, ready to go to thailand but i'm sending this off. Once the visa is in motion, can I leave and visit thailand on a 60 day tourist visa or do I have to stay out of the country until it gets approved?

TLDR : Answer Summary
A bank statement that shows your address is considered valid proof of residence. Regarding your visa application, it's recommended that you remain in Australia until your visa is fully processed, as traveling on a 60-day tourist visa while your application is in progress may complicate matters. It's best to treat e-visa applications similarly to traditional visa applications and wait for approval before traveling.

I just uploaded the statement I used for the proof of funds twice.

You should stay in the country you approve, just act like you would have done when it was no e-visa and you had no passport to travel because that was at the embassy.

Just wait it out Joel, what's another 10 days or so waiting for the visa ?

That way when you do come here you'll get stamped in for 180 days and have a FIVE YEAR visa

You should remain in the country you apply in until the process is completed. It's best to treat evisa applications in exactly the way you would treat a physical application

They can ask for proof you are in Australia during the approval phase by getting you to upload ALL the pages of your passport. Photos have time recognition features in them
