TLDR : Answer Summary
The best time to apply for a 30-day extension in Thailand varies by immigration office. While it is safe to apply early since you won't lose any validity days, some offices prefer applicants to come with at least 15 days remaining before their visa expires. In busy periods, certain offices may advise applicants to return within the last 7 days. Additionally, the application form (TM7) can be downloaded online prior to visiting the immigration office.

Not all offices will except your application at any time. Bangkok will, others are mostly once you have 15 days remaining but some will tell you to come back in the last 7 days during busy periods.

You won't loose any days by going early, so the only days that are relevant are the days Immigration is closed. Like 12-13 and 16 this month and during the weekend. You can download the form, called TM7, if you like, it is two pages but must be printed on one A4.
