If I got a new passport done and transferred the visa already to it, how about 90 days report? Unfortunately I forgot to do the 90 days report last time so is there a way to "skip" it and avoid a penalty since I got a new passport on hand?

TLDR : Answer Summary
If you've transferred your visa to a new passport, it does not affect your obligation to submit the 90-day report. You must still report your residence every 90 days from the date it was last due, regardless of your new passport.

The new passport has nothing to do with the 90 day report.

Make it 90 days from when last due.
