You can be arrested and deported... A random police check and that can happen to you. And the penalty is up to immigration; check the law. If you're planning not reporting once within the next 5 years, they will see it and they definitely can decide to do so... They don't need to catch you 3 times before. Deportation is valid for any repeated offense; it's not only about the 90 days report, it's for any immigration rule.

You need to check the rules on deportation... Not only the ones about 90 days. Deportation can be decided for repeated violations over multiple years that create a pattern of non-compliance... That's a general law that covers any offense and immigration related issues. It's certainly not common but possible; most likely if you get into troubles for any other reason (willingly or not). In Thailand you're fine until you get caught for something, they will then try to find whatever to charge you at the maximum.

I wasn't saying they would stop anyone to check if the 90 day report was done, however if they stop someone for something else they can and do check if the 90 day report has been done if required. If not that's where the 5,000 comes in

, in 19 years, they've only asked me for my passport once, and I voluntarily hand it over along with my driver's license at every checkpoint. But no police officer, high-ranking or otherwise, in Pattaya, Bangkok, Chaiyaphum, or Surin, has ever taken an interest in my 90 days. It should be noted that the fine isn't necessarily 5,000 baht, but 5,000 baht is the maximum amount you could be fined.
