What is the earliest I can apply for my visa extension in Bangkok, and where do I go to submit it?

In the next few weeks I will go to renew my extension at Bangkok CW. As with every year, I’ve forgotten when is the earliest I can apply prior to the actual date. Can someone advise please. Also, are extensions still issued at the CW immigration building, or that other venue they are using for some other issues.
