TLDR : Answer Summary
The COVID visa extension can only be applied for at the same immigration office where you have registered your residency. You can typically apply for a new extension 30 to 45 days before your current visa expires, depending on the immigration office's policies in your area. Additionally, a TM30 is usually required for the extension.

How long have you been in Thailand?

Since March 2020 per your prior posts...

How many Covid extensions have you obtained?

Be aware of this new directive:

And be prepared to answer...

Why are you still in Thailand?

Suggest you have a Plan B...

If your COVID extension is denied.

To make it clear, you're applying for a 60 day extension of stay based on unable to travel due to COVID-19, and not a "COVID Visa"

>could you guys please confirm the covid visa can only be extended in the same place where your registered your residency

Correct! A TM30 is almost always required before submitting a 60 day extension. I say "almost always" because there's 70+ immigration offices and I don't know the policies for all immigration offices.

> and how long in advance can you apply for a new extension before current one expires?

Chiang Mai, Bangkok, Buriram, Chiang Rai and a couple of others all allow people to apply for extensions when they have 45 days or less left on their current stamp. The other immigration offices are 30 days. However, ask your local immigration office for specific details.

Remember though, this is an optional extension of stay, and the immigration office does not need to grant the extension of stay.
