Hello, my covid extension visa is valid until February 19th, I heard last day to apply for a new covid extension is January 29th, does that mean I need to go before this date otherwise I won't get an extension? And if I go on before January 29th do I get the extension from this date or from the date my visa is valid?

TLDR : Answer Summary
The last day to apply for a COVID extension visa is January 29th. It's recommended to apply before this date, ideally on January 28th, to ensure you receive a 60-day extension from the new application date, though it may vary by immigration office.

In my opinion, you should go on January 28 to get a 60 day extension of stay based on COVID-19. You can stay for another 60 days from January 28 (at most immigration offices, some add it to your existing extension of stay)
