TLDR : Answer Summary
You can obtain a re-entry permit from various sources in Thailand. Many users confirm that it is possible to get the permit at the airport before leaving the country, but it is suggested to allow for potential queues. Some advise that going to any nearby immigration office could also work well. It's important not to go through immigration first if getting it at the airport. Preparing the necessary forms in advance might save you time and hassle.

You can get one at the airport. Just make sure you don’t go through immigration first. Also any office you are close to should be fine - but you never know in Thailand!

depends which airport, at Don Mueang is after immigration, at Suvarnabhuni depends on which immigration gate, one is before the other you first go through immigration then go to the other gate and get it done, it’s not important before or after as long as you do it before you depart!

if you have time and it’s simple just go to the immigration office and get it done, at the airport is pretty straight forward just consider 30 minutes more in case of a queue, the other thing you can do is compile the form in advance with the picture in this case other than saving 200baht you skip they queue and go directly to the officer.
