Last time I went, the officer didn't do his job and I wasn't recorded as reported and I still had to pay the 2000 baht fine. It counted as 3 months of not reporting.

If he has no other business at immigration tell him not to go tomorrow. The fine for being late is 2000 baht whether it's one week late or 6 months late. Just wait until the next time he needs to use immigration and he can pay the fine then.
good idea it's 1900 to get visa extension and a lot of hassle better just pay 2000 when you leave ,only drawback is you might have trouble if you want to return later
it's not an overstay... It's a 2000B fine for failing to report, he's incurred it regardless, the penalty doesn't increase. Paying it today or 6 months from now has absolutely zero impact on what immigration think of him.
I mean you're comparing overstaying a visa to missing a 90 day report... Which are nothing alike, overstaying can have far worse ramifications, missing his report is a 2000B fine. It's very clearly stated. You pay it when you next report to immigration.
Unless you want to go back in time 4 weeks, he's already missed it. So, all there is to do is pay the fine when he next visits immigration.
