I have never personally heard of anyone being refused entry because they had an overstay stamp in their passport from a previous visit. Nor have I heard a single report of someone being denied a visa for thailand at a thai consulate for having an overstay stamp in their passport.

i have heard of someone being denied a visa due to overstay stamp, but it was a while ago. Visitors should respect the terms of their visas and avoid such situations.

As Thomas said, it depends. Also depends on how long the overstay was; if it was a long time, for example 90 days, they would have a mandatory 1 year ban. Best they apply for a real visa at the embassy/consulate where they live before trying to enter the country.
