It's inaccurate to say British people 'can't come' - as the article you quote says it's a 'proposal' before the government. It hasn't yet been decided one way or the other.
1. Because thailand is still better than a lot of places now. 2. Some have family here but are not married. 3. Its people's choice to be where they want to be.
Start with your closest Thai embassies website. There is an online application for the Visa, fill it out and submit it. When requested, mail your passport and supporting documents. After you get your passport back, then you can apply for a COE. All the instructions are in the email they send you.
