Can a South African citizen obtain a 60-day tourist visa in Penang after being denied in KL?

Hi members. Can someone please answer my question??? I am a South African citizen staying mostly in Koh Phangan. I have come in and out of Thailand many times over the last few years on 30 day visa exempt (and I often extend by 30 days- this has been no problem). Last year I specially went to KL to try and get a 60 day tourist visa. I did all the paperwork, went to submit it at the Thai Embassy and was refused a visa. (They simply said “No Africans anymore”). This was a waste of time and a costly exercise. I now want to get a 60 day tourist visa. Many of my friends say go to Penang, see Mr Jim and u will get one no problem. Is this true?????? I have sufficient funds, can provide bank statement and I have a ticket back to South Africa for 90 days after the date at which I would like to enter Thailand. CAN A SOUTH AFRICAN CITIZEN get a 60 day tourist visa in Penang??? ALSO Is there ANYWHERE ELSE that I can get one for example Ho Chi Minh, Vientiane?? As I am traveling at the moment and I am flexible. What I don’t want to go through again is what I went through in KL last year when I was refused. Please let me know????
