Can I apply for a Thai non-B visa while in Thailand after job change?

I am in the process of changing jobs. I had to return on a tourist visa and now I have my work permit approval and have been told to make an appointment at the Thai embassy in Laos for getting non-B visa. Their website keeps crashing but seems to only route you to evisa page. Is application done online now in order to make appointment? And can I start the process now from within Thailand? (requests document proof of current location)

Now all Thai embassies/consulates are on eVisa system. No appointment any more. You must apply for a new visa on eVisa system by choosing the embassy/consulate you want to apply to.

You will go to the embassy/consulate in Laos to pay the fee without an appointment, once you complete your application (except for the fee payment) online.

You can start uploading documents in advance to prepare. But you cannot complete your application until you upload the entry stamp to Laos.
